I open Photos, then only see: "Restoring... 0% complete"

I have thousands of photos.
The only photos related thing I've done recently: added a new iPad Pro but just set it up to use iCloud Photos.

What is causing this? What should I do?

Try this process to repair your library. I had to do that back in the iPhoto days.

Repair your photo library on Mac

In Photos on your Mac, repair your library if you experience problems with photos.

Good luck. It should be fine. You might lose faces. I think they get reset but your photos should come back.

Many apologies for the very late update.

I decided to wait till a deadline 10 days out passed before attempting.

Then... at some point maybe 1 week later, the problem fixed itself!
