I recommend a Saturn.
No rust exterior body (body will always look great). Easy to work on (parts are cheap too). Saturns are under rated cars, so you can get them pretty cheap. Low insurance rates.
That's my personal opinion. I love my Saturn.
I think a used saturn would be a good way to go. The problem with Civics and japanese cars in general is that your insurance will be higher than with a saturn or another american car just based on the fact that they are really high on the theft lists.
A friend of mine went from a 01 Civic to a 08 Mercedes of some sorts, his insurance went down by $25, not much but the reasoning behind it was that the Civic was high on theft rates and had less safety features than the new car he bought. Mind you he is 30 something though, so take that for what its worth.
A Civic, Camery, or Accord will be more expensive to insure than a Saturn or other american car. I would take a look at american cars given your budget and insurance concerns.
