The closest you'll get is by using ClearDock and dragging a widget with the plane image onto the desktop using the Terminal hack.

Or you could just photoshop it onto your wallpaper. However, this of course won't expand. Is there not some way to use a different set of images for the Dock (even if it involves moving some PNGs around)?

Quick answer. It can be done in Tiger. The OSX dock can be skinned. There are multiple approaches but as of yet, no one has developed the Leo-like skins/icons.

The reflection on the Leopard dock won't be possible (nor stacks) but with some 3d icons and skinned dock, it will look pretty Leopard-like. Then add the following apps to OSX and you've got a Leo-like Desktop in Tiger : MenuShade, Overflow, Camouflage, Path Finder 4.7, YouControl Desktops (its got the closest thing to Spaces) and a Leo-like Wallpaper (grass), and you've got a Leo-like desktop in Tiger. Expect someone to put out a package in a few days. :)
 
VirtueDesktops and Desktop manager are free alternatives to You Control Desktops.

Also, regarding the Dock, I'm pretty sure for ObjectDock PRO you can find a skin similar to the one of Leopard. I used it on my Windows PC before getting my Macbook.
