For a few weeks, when I sign in with my apple ID to the apple support community, I get this error. I try to refresh, same, log out and back in, same. Different computer, same.

Is this happening for anyone else? Have you been able to fix it?

It seems you are banned indeed. Do you remember what you posted before you get this error?
 
Follow instructions and go to the Apple Support Community main page and look for which one you want to log into. They periodically change the url of some support groups.

I was posting a question about iTunes 12, and how it runs very slow, and if there was anything i could do to help it along. I am talking a beach ball and almost crashing every time I even try to play a song, slow.

I tried to downgrade to itunes 11, but it couldnt find my library, so rather than trying to re-add a TB of music, I installed 12 again.

Now 12 wont open. It just opens the menu, but the app never appears, and then stops responding.

The library you want for iTunes 11 is stored in the "Previous iTunes Libraries" folder of your Music/iTunes folder.
