Is it the lock screen in landscape mode that we are talking about here? If so, it's not the lock screen in OP's screenshot...it's the notification screen after the phone has been unlocked.

It’s an old trick even before the iPhone X came out, it’s not a real big deal

Lol I actually found this because it bugged out on me and the lock screen was stuck like that. Didn’t know you can also force it like that.
