I have MacPro3,1 and I want to use iMacs as monitors in "Target Display Mode", but my Mac Pro does not have a Mini DisplayPort cable. Can I rig it with wires and adapters, or do I need to buy a video card?

Also, 1 iMac has Mini DisplayPort and the other has ThunderBolt.

Your Mac Pro needs a video card with a Mini DisplayPort and you'll need either a Mini DisplayPort cable or a Thunderbolt Cable to connect to the iMac with the Mini DisplayPort. You won't be able to connect your iMac with Thunderbolt to your Mac Pro because pre 2013 Mac Pros don't support Thunderbolt.

You do not say what video card your 3,1 Mac Pro has and what outputs the GPU has. That would help in this decision making process.
