i9 2.3 or 2.4 On MBP 16” 2019?

Is it recommended to go for i9 2.4GHz over 2.3GHz? If I recall correctly, a youtuber mentioned about 5-10% increase in performance.

In the thin chassis, does i9 2.4 with some throttling still perform better than 2.3?

I will do some CAD and Virtualization of one vm at a time only.

I think RAM is a bigger help here, but I went with the 2.4 for higher single core perf.
