Have you tried any of these steps?

Mac doesn't boot

Resolve startup issues and perform disk maintenance with Disk Utility and fsck

Troubleshooting: My computer won't turn on

A flashing question mark appears when you start your Mac​

Maybe you can also provide more information about the exact iBook and Mac OS X version you use and what happens or not happens when you press the power button?
Is the iBook connected to a power source and if so, are you sure it gets power?

the ibook boots fine but when theres an apple and a spinning cirley thing, it just stays like that forever

ive already reset the ram it just dosent ever boot just loads and loads perpetually

Do you still have the Restore CDs or anther Mac OS X Retail CD/DVD?
