iBooks Markup Was Removed on iOS 11.3

Has anyone noticed this? I now cannot mark my pages with my Apple Pencil. Why does Apple remove great features like this all of a sudden?

UPDATE: Oops! Spoke too soon...it re-appeared after a quick reboot.
