I got a lot of confusion around here....how did you set up the iClouds and ID's in your family?

Wife has an IPhone
Wife has a Mac Pro
Son has an IPhone
Daughter has an IPhone
We have a Family IPad
We have Apple TV
We have a MacBook Air (previous mine - since IPad Pro it's for family use)
I have a private IPhone
I have a work IPad Pro
I have a work IPhone
I did set up iCloud Accounts for all 4 of us - and I did activate Family share. As I am the "organizer", I did add my kids to the share group and all family members use my credit card for purchase.
A few years ago I had a Work iCloud account and did kind of merged it with my private Account. This didn't went well at all. (Content from AppStore and iTunes did not move) Since than I have 2 Accounts active for Apple TV, MacBook Air and Family IPad.
I did set up my Work IPhone as a new device (not with back up) but did unfortunately log in with my existing iCloud Account...and this is a huge problem! (Incoming calls ring on private and Work
IPhone...)
I got also some more issues....Fotos from my IPhone are stored in iCloud - older Pics on Fotos of MacBook Air are not...
I like to keep private and work separate and somehow I would actually like to have something like a "home account" for TV, Family IPad and Family MacBook Air, since several people are using those devices....
Does anybody else face this kind of problems?
How did you solve your family accounts for iCloud?
