I know iCloud can keep iOS applications synced between devices whether or not those apps were made by Apple, but is it possible for developers of apps for computers to do the same?

What I mean is: is it possible that a developer can create an app for iOS and one for Lion and have those sync just as apps like Contacts and Calendar do on the iPhone and computer via iCloud? or is this just restricted to apps made by Apple for now?
 
Yes, developers have access to do the same with iCloud as Apple is doing. There are some already doing it on the Mac and iOS. You should see it really start to pick up after Mountain Lion is released.
