iCloud backup, and iCloud Sync keeps turning back on after signing into my Apple ID?

I rarely sign into my Apple ID account on my iPhone and just noticed that after turning off all iCloud backup and sync settings including iCloud Drive before signing out, all of these settings were automatically enabled again when I signed back in again.

Is there any way to leave these off after signing out and signing in again?

I prefer not to sync any iCloud files at all and would wish in case I do need to sign in to my Apple account to not have them on again.

Use Apple Configurator to create a Profile to disable everything.
