iCloud Backup not Resuming

This issue is for my friends iPhone 5, only the latest iOS. He only has a 16gb phone, but when he backs up his phone to iCloud, it says 26 hours. This is due to the disaster upload speeds of TWC, however, if he leaves it backing up for 8 hours and then has to leave, when he returns, it won't resume the backup. It starts again at 26 hours.

What is the best way to troubleshoot this issue?
