iCloud Bookmarks not Syncing Between Devices.

Syncing between my Windows laptop, iPhone, and iPad started going wonky last week. Folders on my iPhone and iPad were missing, out of order, and one bookmark with over a thousand entries. Same with the FireFox bookmarks on my laptop.

I have:

- toggled Safari off in iCloud on iOS
- signed out of iCloud on my iOS devices
- signed out of iCloud for Windows on my laptop

I then enabled/signed in again on all devices. The problem returned.

Thinking maybe it is something with iCloud for Windows, I disabled/signed out of iCloud for Windows. A bookmark added on my iPhone does not appear on my iPad, or the other way around.

Any suggestions? I am going nuts trying to figure it out.

Update: My iPhone X and laptop are syncing now, my iPad Air is not syncing. Speaking with Apple Support, they said it is most likely because my iPad Air is on 12.4.8, and my iPhone is on 13.6..

It is weird because everything was working last week.
