If this is a phone you've owned and used but you've forgotten your account info, call Apple or go to iforgot.apple.com to reset your AppleID credentials.
If instead this is a phone you just bought from someone, you need to return it to them for refund if they cannot provide the credentials.
Otherwise you're the proud owner of a stolen (or reported stolen/lost) phone that's pretty much just a paperweight.

So exactly how did it come to be stuck there? Surely you can remember you own iCloud password.

Genuine iCloud queries go through Apple. The only reason you would post this question here is because Apple won't help you out. For good reason.
