I have two of our ten devices at home running ios11 others are still on 10. Can I now upgrade to the higher data and instead of them all paying $2.99 a month we can do a $9.99 plan and everyone can backup their own data using their own apple id? What are the drawbacks of this if any? Can I do this with other devices running ios 10

yes you can. you start the family data sharing on a iOS 11 device, then other members enjoy the service no matter they are running iOS 11 or not.
so far i don't see any draw back to this.
