iCloud > Documents & Data not present

Folks,
I am trying to setup WhatsApp backup to icloud. Their requirements are
* Must be signed into iCloud (iPhone Settings > iCloud)
* Documents & Data (iPhone Settings > iCloud > Documents & Data) must be set to ON

Problem:
iPhone Settings > iCloud > Documents & Data does not seem to be present on my iphone 4S, latest version of IOS is installed.

Am I looking in an incorrect spot?
