iCloud drive and photo library not working?

Icloud drive won't upgrade (still going) and icloud photo library not there. Why is icloud not upgrading?

I don't have icloud photo library either (some people have while others don't, and I'm not sure why). iCloud drive works fine for me though.

It's been doing this for 24 hours.

Me again. My phone still saying 'Upgrading' in iCloud settings. I have restarted the app twice, and restored 5 times with backup coming back.
