Due to current Apple closed sustem mentality and security protocols, it is not possible to create a folder on iCloud Drive, and share that folder with users that do not have an active Apple ID, i.e. Apple account, Apple email address, etc. Setting up a shared folder on an iClould Drive; setting it up for sharing with anyone, with the view only setting; and then creating a link to share with users without and AppleID, such as Windows or Linux users will NOT allow anyone without an Apple ID to view it. The only way they can get access to the files in the folder is to create an Apple ID, such as an email accout or be an Apple product user. with an AppleID. These creates major issues with users using different computers in business settings or groups where the manager of the group wishes to use iCloud to share files with its members who may be using platforms other than Apple. This has been verified by my testing and by two support calls with Apple Senior Suppprt staff.

Personally In find this policy to be outrageous along with severely limiting the usefulness of the iCloud Drive.

The workaround is to use Google Drive or Outlook or just about any other public cloud server to do this. I have tested this with Google Drive and if memory serves me correctly, Outlook also allows it.
