The files on my iMac and iOS are not synced. The iOS (iPhone X and iPad 5) match but the iMac doesn't download anything new from them. Any idea why not?

Oddly, the iCloud Drive files on my Windows machine are syncing with iOS, it’s just the iMac that doesn’t sync.
I’ll be doing my third call with Apple Support. Will let you know what I find out. I noticed the discrepancy between the web and my Macs.
OK, there were some iCloud issues today that were resolved. I did not get through o engineering. Rather they had me try a new user and a different network.Still not syncing though...
If it weren't for Photos I would abandon iCloud completely.

Well, I figured this out a few months ago and want to update this post. The problem, in my case, was if I deleted a file on the iMac and/or iOS device then it would put it in the "recently deleted" folder on that device but still upload it on the other device(s) as a not deleted file. So, what I had to do was go in the recently deleted folder and empty it, then that would stop files from being uploaded again to my other device(s).
