my iCloud Drive on my MacBook Air and on my iPhone don't seem to be syncing.

I checked and everything is turned on in iCloud settings on both devices.

it seems to randomly stop syncing at least once a month or maybe more. I even try to force sync it by adding files to iCloud Drive on my MacBook and on my iPhone to see if it will force it to sync, but nothing happens.
 
Network problems and such can cause delays. And depending on your settings you other devices might not "download" the item in question but it should be visible.

Goto iCloud.com, add a file to iCloud drive there. Since the file will be uploaded via standard means you'll see if which is having issues with iCloud syncing. Log out and back into the iCloud on that device.

I learned that hard way that if I log out of iCloud on my iPhone, it removes all my credit cards in my wallet, and all my Apple Music. which I did not know until I needed to use Apple Pay at a store, and didn't have my wallet with me at the time.

Yep, its a pain. Since I have an Apple Watch 3 that needs to be 'Restored as new' for every update I need to re-setup Apple Wallet. I've gotten used to it at this point and while not convenient its not that bad. IMO its worth having iCloud syncing properly.

I didn't ask, is it across all iCloud or just specific app(s)?
