iCloud Drive on iPad Missing Many Folders

I use iCloud Drive for all of my files. And on my Mac and iPhone it shows all of the files in the iCloud Drive app, and when I use the file loader in, say, iMovie. But on my iPad, it's missing the majority of files and directories. Only a select few directories that were created by iCloud-enabled apps appear, but all of my "custom" directories are missing, as well as many files I stored in the "root" directory of iCloud.

It's affected my iPad Mini, and now my iPad Pro. Does anyone else have this problem?
