iCloud Drive settings are not enabled

I have iOS 10 and the iCloud Drive option is only a toggle of enable/disable. I have the iCloud Drive app installed (although there is nothing there - dont know why its needed but I read in some answers I should have it).

Any idea how can I have the settings enabled?
