I have a 200 GB plan on iCloud now, and my problem was still present when I only had the free 5 GB and 50 GB. This has been an issue for more than a month, and the only time I had more purchased iCloud storage before was in August when I had 200 GB but downgraded it after realizing I didn't want to use Photos in the iCloud.

I have about an extra 18 GB to my storage space no matter what my base icloud storage is. I can see this extra space on my iCloud drive app on both my iPhone and iPad, and it shows up as 218 gb free right now. Before it was 68 GB and 23 GB. I can have a couple of GB of backups in my iCloud, and it still shows I have 100% of storage space free. Only after I exceed 18 GB used can I start to consume my iCloud space. iCloud.com, my OS X and iOS preferences all reflect the same usage: None used less than 18 GB of usage, and then normal usage for every mb afterwards). But even if I fill all 218 GB of space (at this point it shows I only have < 5 mb and it won't let me add any more), if I delete all the files it gives me all the space back instead of only giving me 200 GB free.

So here is where it gets even weirder: I called Apple support, and they showed I had the correct amount of storage bought, and their end reflected how much space I had left. BUT, I could add enough files go exceed my limit by 18 GB and it would show on their end 218 gb used of 200 gb. They offered no fixes over the phone.

Things I have tried: signing out of all iCloud devices, deleting all files in iCloud drive, manually turning everything on, and upgrading from 5 GB to 50 GB to 200 GB (I am not going to upgrade again).

Googlefu has failed to find other people with this problem, and I am at a loss for a way to fix this. Anyone have any ideas/experience with this bug?
