iCloud Drive size reported as BIGGER than iCloud size

Is it normal that iCloud is reported as smaller than iCloud Drive?

On my brother's phone iCloud is reported as 50GB under Settings–[username]–iCloud. He upgraded his plan to 50GB. But iCloud Drive is reported as 105GB under Settings–General–iPhone Storage.
