iCloud Drive Using Disc Space?

Quick question really that I'm certain is probably simple.

Basically I'm putting some large video files into iCloud Drive (I pay for the 200GB iCloud Drive) so I can access them on a Windows Laptop with a small SSD. It seems that iCloud drive consists of downloading the video files onto the HDD of the laptop therefore quickly filling the space. Is this correct?

Really not 'cloud' at all if that's the case.

There's an option to make the full resolution version available offline. If you check this then yes they take up hd space.

is this option only available for video and image files?

and where is it set?
