Just a question. Does iCloud drive work without a network connection?

I own a wifi ipad and am usually connected except when traveling etc. When not connected, does iCloud drive simply stop working or does it work in a limited fashion?

For example, I wouldn't expect my ipad to access a document I created two years ago on my mac without a connection. But surely a pages document I edited two minutes ago, should be available locally.
