Do you sync iCloud Drive to your phone?

I recently moved everything from Google drive to iCloud after purchasing the upgrade, but noticed it synced everything in the Drive to my phone which I didn’t want (I just want that data on my Mac and in iCloud)

So on my phone I unsynced it but now WhatsApp can’t backup as iCloud Drive is off on my phone. Don’t really want 10gb of stuff on my phone for no reason.
 
I have my iPhone synced to my iCloud account. I can see all my files via the phone, but they are not downloaded to the phone unless I choose to download them. All syncing to icloud does is let you see what files are available. It doesn't download them to your phone. That's my understanding.

Your understanding is correct. iCloud is more than one thing. - The sync part of iCloud syncs data "inside" apps between devices, so the data automatically becomes local on the other devices. The mechanics are all hidden from users. This is things like Contacts, Calendar, Notes, Photos. - Apps which create traditional files "outside" the app, like Numbers and Pages can be stored visibly in iCloud Files. But they are not automatically sync'ed to become local files on other devices. They can be opened on another Apple device and changes will be stored back to the file residing up there in iCloud. - This is the short explanation. Apple user guides and support notes will tell the rest of the story.

On your iPhone, click open settings, click on your Apple ID, then in the second grouping click on iCloud, in the grouping labeled “Apps Using ICloud” click on Show All. You will then be able to turn off iCloud syncing on an app by app basis for that device. Easy peasy.
