iCloud & Facetime - Can you make them an icon on your homescreen

I was curious if there was a way to make icloud & facetime icons on your home screen rather than accessing them through the settings app?

iCloud no. FaceTime is an icon on the iPod touch and iPad, not iPhone.

I think it would be cool if you could choose which Built-In apps you wanted. Like Enable/Disable Weather App in settings. Enable Facetime app. Disable News stand. etc etc.
