Icloud full, remove device?

Hi

I just downloaded icloud for PC and realized that my icloud is full. Now I was going to remove my device to clear up some space but I wonder it will start filling up my cloud again with the same phone if I delete the device?

I also thought it would be possible to view my icloud photos on icloud for pc but I can't seem to find them, was I wrong to think so?
