when ever i login into my iCloud account and updated something it never updated on my iPhone and iPad why is that? how can i make it work

For contacts, on your iPhone go into the contacts app, and in the upper left hit the button that says "Groups" and on that screen in the upper left, there is a refresh button. Which should make the contacts manually sync with your other changes. Try that and see if your changes go through. Unless you mean for a different kind of change on iCloud?

still doesn't work? it updated on my iPad not on my iPhone

Stupid question, sure contacts sync is enabled in iCloud settings? (Settings -> iCloud) on your iPhone?
