A family member logged in to their iCloud account using safari on my iPhone . Can logging in to another iCloud account using safari/web on my iPhone ruin or change MY iCloud account which is registered /linked to my iPhone?

It shouldn’t be a problem. If you go to the site on your phone, just enter your credentials.
Edited to add: If the family member said yes, when keychain asked to save their information on your device, just go into Settings > passwords > and delete their login information for that site. Same goes for on the web.
