I would imagine the same time as its released in American and Australia. As to the exact time - only Apple know that.

On apple.com/ios it says to update to iOS5 for a few days now just by connecting your device into iTunes.

When the pre-orders for the 4S started they all started when it it mid-night in California.

If Apple follows form I would suspect the Lion 10.7.2 update and the iTunes 10.5 update will arrive today, the 11th and then the iOS 5.0 update and the turn on of iCloud will happen as promised tomorrow the 12th. To do all of them on the same day seems crazier than even Apple would want...
