ICloud is empty despite my data

I loaded 195GB into iCloud on my Mac but used space only says 5GB. The only thing that seems to take up space in iCloud is my iPhone backup.

All 195GB has been synced across all devices and is all available in iCloud over the web.

How the heck is this supposed to work??
