iCloud key photos

I noticed recently the key photos are not syncing between my devices, phone, iPad, Mac and TV.
It’s not a huge issue but it is pretty annoying all the same.
Can you make a key photo on anything except the Mac? If so how?

Bump! I honestly can't believe that they still have never fixed this. Can still set a "Key Photo" in Photos for Mac, but the setting isn't respected on synching to iOS and no way to manually set it.
