iCloud Keychain fails to sync on 1 device

I'm using an iPhone, Macbook Pro and iMac. All setup with the same iCloud account and 2 Factor Authentication. iCloud Keychain is enabled on all devices.

The iPhone and Macbook Pro sync perfectly, without any problems. My iMac however doesn't sync at all.

I can add a password in Safari on my iMac and it will sync to the iPhone and Macbook, but everything I do on the iPhone and Macbook will not sync to the iMac...

I tried disabling/enabling iCloud Keychain, login out/in of iCloud... does anyone have any other suggestion besides a clean install on the iMac?
