iCloud Keychain Sucks: A Lament

Since iOS 11 or High Sierra iCloud Keychain has successfully syched zero of my passwords from my phone to my computer and vice versa.

Everytime I go through the motion of turning iCloud Keychain off and on, half of my passwords are deleted.

I haven’t been able to log in to a single service without first resetting my password in the last month.
