I was looking for a new iPhone so I went onto ebay and started looking for an iPhone 5s. I stumbled upon an iPhone 5s for 200 bucks, but it said it was iCloud locked. What does this mean? Is it stolen(How can I check)? Can I fix it quickly if I buy the phone?

It was either stolen, or the seller forgot to disassociate the phone with their iCloud account. Unless you can get in touch with the original owner and have them remove the phone from their iCloud profile, the phone will be an expensive paperweight.

I'd advise that you do not buy it as it will likely cause way more headaches than it's worth, and will likely result in you losing money.

It means its a useless piece of hardware.
No there is no fix or a way around it. Its usually lost or stolen items. If there was a fix the seller would fix it himself and sell it for double that price. Dont you think?
You cant get something for nothing, there's a big "catch" obviously.

Have seen some programs advertising can remove Icloud lock permanently; have someone tried them?

Its bs, they don't work. I believe for early models like iphone 4 that has a bootrom exploit there is a bypass but you still cant use it as a phone. It wont connect to a carriers network. You can just use it as an ipod touch as long as you never update the ios version or something similar.
Also I'd advise you to remove that link also from the forum cause its against rules.
