If I bought a I cloud locked I watch is there anyway to pair it and use it?? Can I get it unlocked from the other persons account??
 
Any iCloud locked device cannot be used because only the rightful iCloud owner has the passcode to release the lock and activate the device.

Thanks. New to iOS. And was looking at used watches on the market place and some are locked. Owell
 
The person who locked it can unlock it. Apple can as well, but they’ll want to see proof of purchase from original owner, I think. If seller doesn’t have a way to unlock, then I would stay away.

Hopefully the seller is legit and can remove it from their iCloud/Find my device.

But this is likely stolen and you won't be able to use it.
