Bought a apple watch on Ebay for super cheap that was locked. Figured I could try and unlock it and use it. If not then I could just turn around and sell it. Is there any programs or website that would unlock the watch ?
 
So, if you can't unlock it, you will "pay it backward" and sell a brick to someone else?
I don't think an iCloud lock can be removed without a password
 
It is a lost cause since iCloud removal is nearly impossible unless you’re the original iCloud owner. Hence, solid Apple anti-theft feature.
 
They stated that they used it before but when they did a rest, they couldn't get back in. They said they didn't have a iphone to reset it.

And every anonymous person on the internet is 100% truthful. Save yourself legal trouble and take it to the police. At least have them clear it first.

If they had use it before, you’ll need to contact he or she to sign into iCloud.com Find My iPhone and remove the Watch and then you can use it.

Quite obviously this is a stolen watch; a legit seller would have been able to unlock it before selling it. Did it not occur to you before buying that this watch was almost certainly stolen?

Btw, buying super cheap probably stolen stuff could get you on the hook for receiving stolen property criminal charges or whatever is applicable in your jurisdiction.

There is no way to prove if it is stolen, but it is useless for sure. Locked watches can not be unlocked without the orig password. Pawn shops are full of these. People do not properly unpair/unlock these, they are wrist bricks.

That’s entirely false. The _only_ way One can be charged for receiving stolen property (In this case, an Apple Watch), is to Prove beyond a reasonable doubt that the buyer {knowingly and willingly} accepted the property that it was indeed stolen. People purchase stolen things every single day online and not realize it, you _cannot_ incriminate/charge them without meeting the circumstantial evidence.
