people sell them all the time and I want to know can they really be unlocked? some people advertise unlocking for a few bucks but I always thought Apple just relock the phone once the install a new update.

So are these scams? I can't afford a new iPhone right now.
 
I would avoid personally. Even if it could be unlocked now, an update could just re-lock it again.

Where are you located? I'm selling an iPhone X if interested? Its listed in the Marketplace section ;)
 
Often they use a custom boot unlocked - basically they clone an IMEI and apply it to the logic board after a repair. It works the first time, but if you reset the phone it will never work. Been through it all here as it's super common practice.

Just avoid, if you can't afford an iPhone then look elsewhere for an alternative or save up for a genuine used one.

I don't believe so. There's activation locked and iCloud locked, one would assume iCloud locked = stolen, whereas activation locked is normally the result of an unauthorised repair. I would guess the OP meant the latter.

They are the same thing. It’s activation locked if you don’t have the correct iCloud account.

To my knowledge, when you first boot up a phone it activates it. It connects to Apple's servers, and will check the IMEI and other information to ensure it's a legitimate phone. As I said, often these repairs clone the IMEI or insert a little checking bypass to overcome this.

iCloud lock occurs after this, and locks the user out of fully utilising the phone. So first you activate the phone - then you would enter your iCloud details to create or sync an account to that specific phone.
