iCloud mail web app

is it possible to get all my email addresses to be set up so all my emails can be seen in iCloud.com's mail web app? so like the 'All Inboxes' tab in iPhone mail app and the mail app on mac, where all account emails are shown in on place. Mainly for use when im on the PC

To really get what you seem to want, you should install an email client on your PC and add all of the different accounts to it. For your iCloud account settings see this article.

I would suggest you use the Thunderbird email application.

Be aware that POP accounts, if you have any, don't truly "sync" when connected to multiple devices.
