iCloud iCloud Mail wont create new alias

So im trying to create a new mail alias for my iCloud account. Unfortunately when I try to create one, its hoping up with this message. Keep in mind I currently only have one other alias on my account, so I should be able to create at least two more.

same issue for me, not letting me create an alias at all.

seems no way to fix this, and trying to get apple to acknowledge anything is pointless.
