iCloud Music Library Exceeded Limit?

I have about 3,000 Uploaded tracks using iTunes Match. When I try to add more songs to my iTunes Match it tells me my exceeded limit for uploads has been met, but the majority of my music is iTunes Purchases and Apple Music saved tracks. Is this a bug or by uploaded do they really mean your combined total? I'm able to add more tracks using Apple Music, but can't upload or match more.

It stopped allowing me to add Apple Music titles as well. I deleted a bunch of stuff from both iTunes Match and Apple Music and now it works. Seems the limit right now is 25,000 of Apple Music and iTunes Match songs. Purchased songs do not go against this limit.
