After updating to 9.2 I can't find the setting to turn on iCloud Music Library, for that matter I can't find the setting to turn on Apple Music either.

Have I gone blind or where these settings removed? I don't know why they would have been removed but, I've look through everything in Settings and can't find them. It is driving me crazy. It was there before the update. I just want to turn it back on so I can access my iCloud music.

Does anyone know where the setting is? Yes, I've restarted a few times already.
 
That doesn't make any sense. Everything else is working fine and I can create folders so I know I'm in the new update. There were no errors during the update process either.

If it didn't finish then how do I get it to finish?
