I recently discovered my Pad Air 2 (since a month ago) and iPhone 6S (since mid Nov) are not updating to iCloud when I plug them in to the charger. Both are running the latest public iOS 10 software.

I've done the following to no avail on both devices:
- logged out/back in to iCloud
- deleted previous backups
- plugged in, then locked
- locked, then plugged

I can update manually over wifi when I hit "backup now". My devices are connected to working wifi, backup is turned on, and space isn't an issue.

Any ideas?

The fact it is happening to both devices makes me think it is an account-level issue or some external factor that has effected both devices.

For example, have you changed routine significantly recently? iCloud backup seems to learn, in effect, when you sleep, so it knows when to attempt to back-up. I noticed recently that after having a couple of weeks of consistently late nights it would mean they weren't backing up because the device would be in use during the 'normal' scheduled backup time.

On the flip side, if the devices idle for a long time, they will not continue to back-up. I didn't use one of my iPads for a couple of weeks and it only backed up once in that time (it was on charge etc.).

Other things to check - have you changed your Wi-Fi setup?

The only thing that's changed recently is a two week vacation where I wasn't connected to wifi. It was a cruise so i was on the intranet but not real internet.

No changes with my router/modem setup at all. I can manually back up, it's just not happening it automatically.

My Notes and Safari bookmarks, connected to the iCloud account, are syncing/updating across devices fwiw.
