iCloud not syncing contacts from iPhone to Outlook

I just received a new HP laptop and have set up iCloud with Outlook 2010 to only sync my contacts. When I add a new contact in Outlook it shows up on my iPhone 4 and onto my iCloud account at iCloud.com.

When I add a new contact on my phone it does not show up on iCloud.com nor Outlook 2010.

Any suggestions on I can get it to sync from my iPhone to Outlook and iClould would be appreciated.
