iCloud not uploadin, help!

It's stuck at "Uploading 254 photos"

Maybe because you have zero bars of wifi?

Have the same problem with a different number though that it got stuck at.
And I have full wifi connectivity with fast internet.
Tested doing other stuff on the phone like netflix and it is blazing fast for me.
