iPhone, iPad, and browser iCloud are syncing but OSX Notes isn't. All using the same ID. What gives?

Also there is another problem I'm having lately with iCloud and editing Notes without wifi then syncing again when wifi is available. Do you think it's related to the problem above?
I'll do some editing on an iPad in a cafe with no wifi, come back home where there is wifi and iCloud auto creates new versions of the same Notes doc I was editing in the cafe without wifi. ** It retains the old version as the original doc and creates a new version with the edits.
iCloud is syncing the old versions and new versions so at least everything is safe BUT it is very annoying because iCloud continuously creates new versions of the same Notes doc every time I edit without wifi.
