iCloud Photo Album that doesn’t sync

I’ve had iCloud photos for a while - utilising my iMac to store them with iCloud Photo Library syncing to the cloud.

For the first tine I bought an iPhone capable of syncing originals from the cloud (iPhone Xs Max).

2 questions,
1- camera roll is gone, that’s normal right ?
2- I like to keep wallpapers, screenshots and memes in my camera roll but don’t want these included in iCloud Photos. Is it possible to have photos locally on my iPhone that doesn’t sync to iCloud?
